'Sweet game'
The legal representative, handling the case, described Ruben's offending to the court.
She said his those affected were under-privileged children who were attending a summer camp which he operated.
Ruben conducted a "treat game" with the youngsters, the prosecutor explained, in which he would go into the boys' rooms when they were preparing to sleep and ask them to ingest treats "as quickly as they can".
She told the court Ruben had conducted this practice with the young males "over an extended period", and children had previously become sick the following morning.
She said Ruben had been capable of justifying this for many years as the youngsters being "overexcited from fun", until his family member had suspicions in recently.
The legal representative stated further: "In the summer" his stepchild had concerns about the activities, for good reason.
"They chose" to examine in the individual's items."
The legal counsel stated objects including baby oil, ointment and syringes were found, and his family member contacted the police about his suspicions.
She stated the defendant proceeded to conduct the "candy game" with six boys that time - July 26th - and they were all ill the following morning.
"Law enforcement" had not responded by that time," she added.
The oversight body, the investigative body, earlier informed that it was reviewing law enforcement's management of the situation.
Mrs Prior stated the children were having difficulty walking due to being ill, so Ruben's stepson notified the law enforcement a second time.
She explained Ruben then engaged in the "treat game" in a area of five children.
